Not completey lure. In PA Pryce/The Masked Man/Mask of Ice used it to capture Celebi and go back in time to help stop his Lapras from being killed which emas then destroyed the ball, freeing Celebi. Ruby then catchs Celebi to aid him in the final battle of the R/S Chapter in a normal Pokeball, probably because he didn't have the GS ball atau because it was destroyed. Kurt also made the GS ball in the manga, which in the anime, he just examined it.
