If heat rises, then why is it colder in the sky?

I'm pretty sure it's colder in the sky because the cold from luar angkasa comes down and cools off the heated air. Either that atau because the atmosphere cannot contain heat and allows some of it out... That atau possibly because the heat expands everywhere and anda can't feel it anymore... That's my best guess.
