Okay, if you want to get to it you must not have gotten the "Cut" HM from the S.S. Anne. You can trade over a pokemon with "Cut" from another of your games and play through until you get "Surf" and "Strength", go back to Vermilion, walk halfway down the plank to get to the S.S. Anne, then surf over. There will be another platform. On it there is a truck, and if you go to the end of the platform(walk right then down) use the itemfinder and you will get a lava cookie(same thing as a full heal). I know all this, but I only have Firered and Ruby, and to trade between you have to beat Firered.

No, you just need two FR/LG games, and trade a pokemon with cut from one to the other.

Well, I did it, and didn't find Mew, so either it is only in some games, or not at all. I do not, however, know if it is in R/B/G. But if anyone wants to try, your apparently supposed to Beat the Elite Four and catch Mewtwo, which I didn't do.
