Well how it usually works is first someone puts up a pick asking the community as a whole whether they want the Spot icon to be changed.

Then, if the results say they do want a new icon a forum is opened where people put up links to the icons they would like to see as the Spot icon.

AND then all those icons that were put forward by the fans are put into a new pick and the community chooses which icon they want for the new one from the choices. :D
