i think it really depends on how good you can make a photoshop pic look. I suck at it so if i made one it would be labeled a fan art!

i agree with katealphawolf. if someone has invested a lot of work in a picture, it should be accepted as art. i make my arts with photoshop and sometimes i work for hours on it.
