Yes she was pissed yes she wanted them to break up (at the time) but she never told Daphne she had to do it.

Daphne did it to satisfy Bay, and seriously, she needed to tell Bay to just get over her hissy fit and move on, which is what Bay eventually did, but by then it was too late

Although I believe in free will I believe that Bay would of had a hissy fit until they broke up. Even tough she was dating Ty which Daphne was not cool with.

Bay at first was furious and did want them to break apart.However after she cooled down she realized that she was just hurt and didn't really want them to break up.Now its never too late and if Daphne really wanted Liam she would have went after him but she didn't and this was after Bay said she was fine with it.So Daphne using that as a an excuse during their argument at the end of the season for why she didn't want Emmett with Bay was not only selfish but ridiculous.Bay was mad that this girl who seemingly appears to be taking her place in her family thus getting all the attention was now in a relationship with her ex whom she just recently broke up with.Daphne on the other hand was pissed off because she wanted to be with Emmett and it had nothing to do about saving the friendship.Bay didn't want Liam.Daphne wanted Emmett.That's the difference.

I think Daphne wanted to break up with him after Bay implied that they slept together and is using Bay as an excuse. I don't believe she did it because Bay had an issue with her dating her ex boyfriend especially since she proved when she kissed Emmett knowing that he is with Bay, that she could care less about Bay's feelings.
