Every person is a mixture of good and bad qualities. They all did some wrong (except for Lucy) but they all probably had good in them, but for some (the psychotic barber) it was alot harder to see.

I would say Turpin is the only character that is twisted because of his nature. He framed Sweeney all for the chance to "have" Lucy, as a conquest. It was never love. She was a beautiful woman he couldn't have and that made her irresistible.

All of the other characters were driven mad or pushed into committing their crimes…

Sweeney was wrongly convicted of a crime and returned home to find his wife dead and his daughter in the hands of the man who turned his life upside down.

Lovette is one step away from the poor house. She is widowed and living in debt with a failing business and no security. Not to mention her pining for a man wrongly imprisoned…

Toby acted in a manner of self preservation. He was betrayed by Lovette, and angered by this and her murder at Sweeney's hands. His actions were the result of vengeance and self defense.

Each of the other characters, the Beadle, Pirelli etc where all manipulated and pushed to their breaking points out of desperation and a sense of survival of the fittest.

Here's the thing. Most bad people (like serial killers and rapists) do what they do because of something that happened to them in the past, but they all had choice in the matter. You cannot see anyone as a walking list of influences, or else nothing would be anyone's fault.
None of the characters were pushed into doing anything. Sweeney DIDN'T have to go on a killing spree, Mrs. Lovett didn't have to lie to him, and Turpin didn't have to rape Lucy. But they all did because they chose to, regardless of the misfortunes that befell them previously.

He abuses his power for personal gain, and if he doesn't have the dominance or thing he desires, he will tear down anyone who gets in his way. Banishing an innoccent man, raping said innoccent man's wife, taking their daughter- later lusting for her just as he did her mother, convicting a child to hanging with no knowledge of his guilt or innoccence..etc.

But, an excellent character no less.
