Sorry, Lucy! But I don't think so. That would mean he'd be an infant. How would that work? Er...a superpowered baby? Sam and Dean kill a baby?
Besides, Lucifer isn't powerless(for whatever reason), whereas when Anna ripped her grace out and fell, she was giving up her power. She chose to become human.

we saw two possibilities of angels walking around on earth: possessing someone or fallen, getting reborn as a human baby and then getting the grace back..it's a wild idea i know but :D
i was thinking once he's born he gets his grace back and someone, an angel or whoever speeds up the growing progress a bit..

I don't think Lucifer is like anything we've ever seen before. He's been called a fallen angel, but if he was fallen like Anna why would he be a threat? I think he never let go of his grace and the "fallen" is just in reference to his expulsion from heaven. He was imprisoned in Hell and he created the first demon. I think he's warped into something that's neither angel nor demon. So I don't think the general rules of either will apply to him.

I wonder too. The option that still makes the most sense is possession. Both angels and demons possess people. But if Lucifer is so powerful that God feared him, then I think maybe he doesn't need a body. Or he can just make his own. Maybe he can manifest himself as anything he wants. That would be cool.

I don't think of him as a fallen angel. He is an angel that was expelled from heaven. He is now the leader of Hell. I don't think it will be the same as Anna. Anna didn't insite a war with heaven. She didn't slaughter angels to accomplish her goal. I think this is two different situations.

Lucifer fell from god's grace, presumably. There are two ways an angel can fall, apparently, in this show:
1) by choosing not to be an angel any longer, ripping out their grace and literally falling to earth
2) becoming evil, that's 'falling' too

I think you just got the two kinds mixed up.

Lucifer is probally going to be like Azazel only 1000x's worse. I believe that Azazel was one of the Angels that followed Lucifer out of heaven. (that would explain why the holy water didn't affect him, in season 1) I think Lucifer is still very much a threat why else would there be so much pressure to stop him from rising.

That's an interesting thought Lucy. But no, I don't think he has to be reborn. I don't consider him an angel, either. He fell from grace; that means he lost his grace, or was separated from his grace forever. As I said before, he's had plenty of time to mutate into the worst evil known. I know they don't bring this into the storyline, but again I agree with miss-winchester. Lucifer led a rebellion against God and he had his own followers - and they lost. They all were expelled from Heaven, and those who fell with him were true demons - that's what a fallen angel is.

Anyway...Lucifer is immensely powerful; he was second only to God. God does not fear him. He gave Lucifer and his minions the right to tempt humans into evil. So imagine if he was freed and could roam the Earth as a presence, how many people would choose to "follow" him out of mortal fear! He is still an enormous threat. :)
