Well, he lives on Tattoine (correct spelling?) in IV and seems pretty at home. But, he might have moved there after giving Luke to his aunt and uncle so he could keep an eye on Luke. He might be from the same planet that the Jedi Council resides. (the name is escaping me at the moment.) But, no one knows for sure. did'ja check Wikipedia?=p

He isn't born on Tatooine, cause that planet doesn't belong to the republic ahd before ep I the Jedi have never been there before so they couldn't have discoverd him there.
Actually, that would make sense. When he's thirteen, he distinctly remembers his brother Owen, green grass, and some buah-buahan that was really good. And Naboo is plenty green. Plus his family was wealthy, and obviously there are some wealthy people on Naboo.
