Why was there an Imperial blockade around Tatooine?

At the beginning of Episode IV, the rebel corvette (originally called a Blockade Runner) is seen being pursued oleh a bintang Destroyer. Since the Empire had no way of knowing that Leia was heading to Tatooine, they had to have had ships in the area already. Why was Tatooine being blockaded?

That explains why they were chasing her once they saw her, but not what they were doing in the Tatooine system to see her arrival. anda can't chase people in hyperspace.

it wasnt being blockaded there are just multiple frigates of imperial ships in the hyperspace area of the empire because the emperor is very high security they were probably alerted of the missing plans and got the course of the ship and followed and/or cut them off but they wouldnt blockade it because its on the outerrim its made for criminals and pirates and theres nothing important there so they thought til they found luke while looking for the droids they probably just alerted of the plans and put on high alert
