Spike said he'd kill Riley if he could:) + he was still trying to be with Buffy!
I think Riley hated Angel more though cause he slept with her and was kinda smug when he came back.

I have to say that Spike got a good laugh out of Riley. Yeah he was jealous & didn't like him but I think Angel was more affected by the Buffy Riley relationship than Spike. But then Spike does tend to be more enlightened than Angel for me.

You definitely saw more of Spike's dislike, but that was because he was there. Both had jealousy against Riley, but above that I think Spike had more reason to hate him. Angel just had the fight in The Yoko Factor. Riley and the Initiative imprisoned Spike and stuck the chip in his head.
