Basically if the A idea didn't start Toby most likely wouldn't be a part of the A team because if it didn't exist none of this would have happened over something that seemed so little but it was big to Mona which is why she started it but that doesn't make Toby any better for joining or going along with the plan he could have thought of Spencer's feelings and said no but he didn't which always makes me wonder about him now I mean even to me it's still so hard to believe.
