The potcher from Tarzan was way more evil, that guy was greedy and also Radcliffe from Pocahontas was too. Frollo was just torn and thought he was actually doing the right thing for his beliefs. He wanted to protect himself and others. unfortunatley he wasn't right. I just think of him as mislead.

That's true. For some reason Hitler didn't come to mind, but I see similarities actually.

One of the things that makes him the most evil, I think, is that he's actually really realistic. There's people as fanatical and disturbed as Frollo in this world. Like Straggy said, Hitler is a perfect example.
