is it a good idea to watch Hetaoni at 1:00 in the morning?

I have not watched it myself... I hear it's rather very good but, sad... I do not dare to since I do not think I could stand to see any hetalia character "die" in some way...

I don't think it would be bad to watch it. There are to many scare moments. It's lebih based for plot not so much with scares.
