They both did try everything to protect their kids, but the amazingly protective love Molly has for her family, and Harry too, beats out Narcissa in my opinion.

Molly is a great mother no denying it but Narcissa lied to Voldemort just to get the chance to look for her son, that has to count for something. She risked death and punishment from Voldemort twice so she could ensure her son's safety, and in my honest opinion the only mother who risked more for their son than Narcissa was Lilly. (:
