In EoT pt2 what was the significance of Gallifrey appearing in the sky above Earth. Was it being used as a weapon?

It's been awhile since I saw the episode. I think Rassilon and the Councel were trying to escape their fate. I think Gallifrey appeared as the Time Lords tried to recreate the civilization oleh replacing and taking over earth.
