I don't see Mulan as one, but I do see the other too as pretty seductive. I think Jas and Meg should be here too.

Mulan is not seductive at all...if Jasmine had been up there I would have chosen her or Meg...(Hades was getting her to seduce hercules and she accomplished that)

Definitely. Jasmine would be second.

Her dances are definitely seducive and she is being very playful on different occasions of the movie, like during her first meeting with Phoebus before they even talked she sent him glances and he was gladly cought on them and responded with his own playful looks/smiles.
