What's the deal with the "Galactic Enforcers"?

In Ben 10; when he was 10yrs old, there was an episode where Ben & Gwen went through a time rip during Grandpa Max's birthday. In the "future", there was a group called the "Galactic Enforcers" that worked with Ben 10,000 headed oleh Ultimo. My pertanyaan is this; how can the "Galactic Enforcers" be alive in the future when all 3 members died in part1 of "Vengeance of Vilgax" just before the Conquerors Challenge was issued to Ben?
