Does anyone else thing that Yatogami Kuro may be a Strain?

If anda finished Season 1 then anda know that if someone in a clan looses their king (example Suoh Mikoto and HOMRA) then they loose their powers as well.

In the very beginning we know that Yatogami has not come in contact with the new Colourless King and yet uses his powers against Yata.

So is he a strain then?

If I recall properly if anda watch the movie, they all still have their powers they just dont use them.

So I still think hes not a strain.

I may not be recalling properly though.
