Never heard of him, but wow, those tato are amazing, and wow, I've never seen berwarna merah muda, merah muda hair that bright before, especially on a guy.
Bellatrix has the dark mark on her arm and her Azkaban number tattooed on her neck.

Abby Sciuto from NCIS. She also has a tattoo under each shoulder, a spiderweb tattoo on the back of her neck, a smiley face on her middle finger I think and the infinity symbol on her right forearm. Sorry, this was the best picture I could find of her.
