Why does, " Hoheo Taralna, Rondero Tarel" mean in Eglish?

What does,
"Hoheo Taralna, Rondero Tarel" mean in English? I've heard Alois say it a LOT of times ad I've heard Claude say his whole thing about what makes a Trancy butler but I still don't know what,
"Hoheo Taralna, Rondero Tarel. " means!
