Who has hapus the Chii's memory?

Chitose Hibiya, the lanlady. Ms. Hibiya didn't know that Elda had downloaded Freya's jantung into her. After the incident with Freya occured people thought the same would happen with Elda and plotted to get rid of her themselves. Knowing this, Chitose Hibiya deleted Elda's memories and put her in the trashcan. But Freya still was inside Chi becuase she had downloaded Freya's jantung into hers and even though Hibiya deleted her memories,She couldn't hapus her heart. P.S it actually was her jantung that Elda downloaded and if anda listened while Hibiya explained all of it to Hideki,while freya was laying there Elda berkata ''I will download your jantung into mine that way anda will still be alive.''
