Could someone please explain to me the "flowers, chocolates, promises anda don't intend to keep" line for me? I never could get the joke

Uh, I think it's because promises are something anda must keep. This line was ad-libbed oleh David Ogden Stiers, and I think it's supposed to tampil Cogsworth is not very talented with the ladies.
