Where can i play Kantai Collection?

It's a F2P web browser game, however currently there's only a Japanese server for it a.k.a it's hard to get in unless you're in jepang atau know Japanese.

There is a PS Vita game coming our for the series this August, I have no idea on if it'll be getting an international release but if it is anda might be better off playing that instead. In the event anda actually get into the game online, it will still all be in Japanese.
