Can people understand Wishbone?

During the episodes we here Wishbone's voice, and the characters, in the buku at least, seem to react to what he says, but there's no animasi of his mouth, and he barks.
So my pertanyaan is, can Wishbone talk so other people can understand him, atau is what we hear is just his thoughts, and he imagines the characters in the buku responding accordingly?
