Bellas power is to protect herself and others from another vampire power. She calls it her "shield". But anyone under her shield is able to use their powers on anyone else. Like Edward can finally read bellas mind under her shield.

Bella has a mental shield that she can expand and contract to protect others standing near her. Her talent was growing even before she was a vampire, so it's very powerful. That's why Edward can't read her mind. Also the shield only protects against mental vampire powers, not physical.
