Ginny was scared she did not want people to find out it was her she also did not really know what she was doing. As for Dumbledore I think he was more protecting Ginny from the Ministry.

it seems like u didnt paid a lot of attention. its explained at the end by "Tom Riddle" she didnt knew what she was doing. And about Dumbledore,did he shared the information he knew in any of the books ??? NO. he never did, its explained in Deathly Hallows, Harry had to do it by himself to b prepared for the future. but he tried a little he asked Harry "do you have anything to tell me ???"
and Harry said "no". SO...
