Can someone please tell me how anda create 'fan art'?

I've seen other fans' work, and thought they were all awesome :)

So they inspired me to create my own...

Does anyone know how anda do this? If yes, please explain how. Thank you! > 2

I use Photoshop CS4 to do icon and fanart, so anda can either buy that (it's expensive) atau find a torrent atau find a program that is similar to Photoshop (though none will be as good) and download it for free. Once anda have it the Photoshop website and youtube have tons of tutorials on everything anda could possibly do to teach anda how do make fanart, icons, etc.
