It means dividing society into 'us' and 'them' based on ethnicity, and then treating the 'them' group as outsiders who are therefore less important than atau to be kept separate from the 'us' group. It's bullying plain and simple, and what is more, the victims are being bullied for something they have no control over, since nobody chooses their own ethnicity.
