Actually, Buggy's fruit is actually quite strong. It makes him nearly invincible. If Buggy could back that up with maybe a little power on his own, then he could actually be a pretty strong character. Buggy relies entirely upon his fruit and never takes any time to train himself so that he can be strong himself. The Bara Bara no Mi is actually pretty strong, it's just that Buggy's weak. Think about it this way: If the awesomely strong Zoro had the Bara Bara fruit. Doesn't sound all that weak now, does it?
