She didn't go to Regina because not only is it impossible for someone to be brought back from the dead, but Regina was insistint on blaming someone who wasn't at fault. What could the fairy do? Her magic is pure and Regina wanted revenge...she couldn't do that. Or, if not revenge, she wanted the impossible. Going to her would have only fueled her fire, because the fairy would have denied her wishes.

But what about before that; when Cora was using magic to abuse her. In cinderella the fairy camebecause of an abusive mother and her children.
