No they don't ciuman in New Moon. The director very clearly stated that they stay very faithful to the book in this respect. That means an almost-kiss but no actual kiss.

Edward pushing Jacob is making him seem immature and Jacob getting ready to attack back makes him seem like he has no self control! They're damaging the characters personalities just with that little part.
And having Bella all close to the Jacob-Wolf and seeing him all calm and stuff will ruin the sweet affect that their playing in the clearing (in Eclipse) had.
