He was a reasonable authority figure in the obscure Metroid Manga Prequel and the final moments of Metroid Fusion.
He encouraged Samus to leave service and become the bounty hunter she is now.

Heck it was retconned so that Samus left in defiance.
He's also less helpful than in Fusion.
