He's talking about what happened in the Metal Head war between the first game and the second game. Well, all I know about it is that Jak (Mar) had helped turn Sandover Village and beyond into Haven City, to THEN help defeat the Metal Heads. Which they STILL have not done. Anyway, that's all I know.
