I would have said both if the option was there. Their actions in the club is a set up, they are both still eerily alike and Kaoru is a little mischievous more than devious... this could make a different seme of him. I think ultimately it relies on personality... since Hikaru worries so much, he's more of an overprotective seme in my opinion, and he could easily be an uke as well. :) it depends on the situation, and there is my comment none of you probably wanted to hear.
