Do Metamorphmagi have to be registered like Animagi?

I think they ought to. It'd have the same potentially worrying uses as being an Animagi - spying on people, being on the run etc - and it'd also let anda impersonate others without needing a spell atau potion. I can't remember if there's any mention of Metamorphmagi registration though.
