That's difficult; there are so many wonderful female characters in the series! But I think the best would have to be none other than Luna Lovegood :)
At a first glance, she may seem simply odd. She believes in nargles and wrackspurts. She reads the Quibbler backwards (although later on in Order of the Phoenix (book) anda find anda why ^_^) and she is so very dreamy and spacey.
But she's far deeper than that.
Luna exhibits an extremely high level of intelligence. In fact, she is every bit as intelligent as Hermione herself! Luna is just intelligent in a different sort of way; whereas Hermione is logical, bookwise, and clever, Luna is deep, intuitive, and perceptive. She sees things in ways that others cannot. She can read people so easily, and she never judges anybody. She is open-minded, kind and caring. She was always herself, and even when people didn't take her seriously, she remained true to her beliefs.
She is also extremely tough. People underestimate how tough she is, simply because she is optimistic. However, there is a distinct difference between innocence and optimism; I would not say Luna is innocent, although she is sweet, quirky and optimistic. She's tough. She watched her mum die when she was but nine years old, and yet she remains optimistic. She has been outcast through most of her school years, and yet she is happy. She was kidnapped oleh Death Eaters and held at Malfoy Manner, where she was likely tortured and certainly treated horribly, and yet she continued to think of others, and she continued to have hope and stay optimistic. That is truly tough. Of course, she is a tough fighter too; at the Department of Mysteries, other than Harry, Luna was the last one standing and able to fight. Luna fought, and survived, the Battle of Hogwarts, where she even, with Hermione and Ginny, helped to fight Bellatrix Lestrange. She is lebih powerful than anda may think :)
Of course, she was never written to be perfect (if a character is written to be perfect, they always turn out horribly). She is spacey, easily distracted, and gullible. But these traits all help to make her who she is, and who she is is a wonderful, strong, independent, intelligent, lovely young witch :)
