It's like saying "Pick the stupidest Genius!"; each Member is individually powerful in his (..or her) own way. If they weren't, do you think they would be allowed to join the Akatsuki?
I'm not saying they're flawless, though. Take Hidan for example; he's the slowest attacker in Akatsuki, but is extremely agile and practically immortal. Itachi might be blind and fatally ill, but even in his problematic physical condition he proved to be one hell of a fighter. Also, why exactly is Zetsu assumed weak? Sure, he wasn't crafted for Combat, but he's an excellent spy (among other things) with respectable abilities!

I actually think it's Hidan because without his immortality he would be nothing hardly, he's got good taijutsu but I didn't see him do much else... though I didn't see the vs Asuma fight just the vs Shikamaru/Kakashi fight.
